Hamamatsu Photonics Group Human Rights Policy

【Basic Approach】

Hamamatsu Photonics Group believes that each employee enhances our corporate value, and as we have stated in the "Hamamatsu Photonics Group's Management Philosophy," one of our management foundations is "People."

In addition, we have formulated a "Code of Conduct" in conjunction with our “Basic Policy of Sustainability,“ and we are working to disseminate them both internally and externally.

In accordance with the “Hamamatsu Photonics Group’s Management Philosophy“ and “Code of Conduct,” we will clarify our approach to respect human rights and fulfill our responsibilities. The "Hamamatsu Photonics Group Human Rights Policy" is hereby established and positioned as a high-level policy in the Group's efforts to respect human rights. This policy applies to all activities conducted by our group.

 

【Commitment】

We will respect the "International Bill of Human Rights," the "International Labor Organization (ILO) Fundamental Principles and Rights at Work," and strive to avoid having a negative impact on human rights or increasing human rights risks through compliance with the "UN Guiding Principles on Business and Human Rights."

We are also a signatory to the "United Nations Global Compact" and support the "Ten Principles of the United Nations Global Compact."

In the event of a conflict between local laws and regulations and international human rights norms, we will pursue ways to respect internationally recognized human rights principles.

 

【Scope of Application】

This policy applies to all officers and employees of our group.

We will also make every effort to ensure that our suppliers and business partners related to our business understand and support this policy, and we will request them to respect human rights.

 

【Initiatives】

  1. Our group prohibits all forms of discrimination based on gender, age, nationality, race, color, ethnicity, religion, ideology, political opinion, belief, social status, disability, sexual orientation, or gender identity and does not tolerate harassment.
  2. Our group will never be complicit in any form of forced labor including human trafficking, child labor, or any criticism or attacks against human rights organizations.
  3. Our group pays employees more than a legal minimum wage, as well as strives to manage working hours properly and to provide a safe and healthy working environment.
  4. Our group respects the freedom of association and the right to collective bargaining, responds to requests for the formation of labor unions or collective bargaining in good faith, and prohibits any acts of retaliation.
  5. Our group will conduct periodic surveys on the status of efforts on human rights of domestic and overseas business partners related to our business, and strive to identify, prevent, and mitigate negative impacts.
  6. Our group will establish effective internal and external reporting channels to determine if we have negative impacts on human rights, and take appropriate remedy measures in case it occurs.
  7. Our group will provide the necessary education and training to all employees in order to promote diversity, offering a workplace where we respect human rights and recognize different values.

Implementing framework

Under the direction of the Sustainability Secretariat, The Human Resources Division is taking the lead in promoting initiatives regarding the materiality of human rights and labor.

The Recruitment and Education Group of the Human Resource Division spearhead efforts to improve recruitment criteria and working conditions.

Also, The Health and Safety team, Employee Welfare Group, General Affairs Division, and Health and Safety Committees of Headquarters and Branch spearhead efforts to improve the working environment by enhancing occupational safety.

Specific initiatives

Measures to prevent harassment

Harassment is prohibited at Hamamatsu Photonics. The Company recognizes that harassment violates respect for individuality and creates hostility in the workplace. To combat harassment, the Company sets up contact points in each business division to handle complaints concerning harassment and informs employees of those contact points on its internal website. The personnel in the contact points have been trained on harassment. In dealing with harassment, we pay particular attention to protecting the privacy of all parties concerned. We also ensure that those who submitted complaints or cooperated in confirming the facts of harassment will not suffer unfavorable treatment. In the event that a complaint concerning harassment is received, it is discussed by the Complaint Processing Committee following the fact-finding investigation.

 

We also provide appropriate education for preventing harassment.

Appropriate work environments and prohibition of child labor and forced labor

The aim of Hamamatsu Photonics is to contribute to the health and wellbeing of people around the world by supplying key products for medical, industrial, analytical and measurement applications on a global basis. To fulfill that need, we recognize the importance of building an organization and corporate culture in which employees are encouraged not merely to support the status quo but to engage actively based on free and innovative thinking.

 

This is an ambitious goal. To achieve it, Hamamatsu Photonics is committed to placing human rights—the basic rights of all people everywhere—in the foundation of our business. All employees are expected to understand the Hamamatsu Photonics Group Code of Conduct, which includes prohibition of employment discrimination and advancement of equality of opportunity; prohibition of child labor and forced labor; respect for human rights and diversity; and improving the working environment. In August 2017 Hamamatsu Photonics signed the United Nations Global Compact, declaring the Company’s support for its 10 Principles.

 

The Company will continue to advance efforts for the respect of human rights, under the direction of the Human Resources Department and  the Human Resources group of the General Affairs Department.

【Prohibition of child labor and forced labor】

 Hamamatsu Photonics  have created the "Recruitment Activity Guidelines" and have established the following items to prohibit and prevent child labor under the minimum age for employment and all forms of forced labor.

  • Age verification at the time of hiring using valid official documents
  • Preparation of labor contracts that describe working conditions in their native language or in a language that employees can understand.
  • Approval of voluntary separation with appropriate advance notice
  • Prohibition of retaining, destroying, concealing, or confiscating employee’s identification cards, passports, work permits, etc.
  • Prohibition of accepting any money or goods such as placement fees, bribes, and donations at the time of recruitment

Labor relations: freedom of association

Hamamatsu Photonics respects workers’ right to organize. Today the Company’s workers are represented by the Hamamatsu Photonics Labor Union. As of September 2023, 97.9 % of non-management employees belong to the union. Both the Company and the union work hard to establish labor-management relations characterized by mutual good faith and trust. Both parties are committed to the growth of the Company’s business.

Every month, the Company and union hold a regularly scheduled meeting, called the labor-management conference. When the union calls for collective bargaining, the company responds in good faith. Based on a common recognition that labor and management must devote themselves to cooperation to improve business results, the two sides engage in repeated discussions on a variety of themes, beginning with working conditions.

As a result of labor-management negotiations, the following increases in base salary and bonus payments were implemented in recent years.
